more ... In January 2000, within the framework of the project EUREXCTER (territorial excellence in Europe), the city of Oviedo, Spain, was the scene of the meeting "et Civitas Universitas. The role of universities in the activation of territorial development ", aimed at spreading the concept and culture of territorial excellence, understanding that is is based on three pillars: a shared vision, the general interest and culture quality, all projected on the territory.
The "territory" is the social construction product of a dialectical process of eco-social interactions with its own identity and common problems. It begins in the town at the junction node productive economic activity, the node of social and cultural node, which are part of universities, and is projected to cities and countries immediately. Development goes hand in hand with the excellence of its actors, experiences and thoughts on a vision and common territory, and set the role of universities in development.
In this perspective, Latin America is a country under construction, consisting for different spaces, and that is inserted into a process of change scale. For that reason presents a great challenge to build together the future business model for American society.
way, universities and research institutions involved have the potential to be one of the places in which public debate occurs, construction and innovation of knowledge and are therefore party involved in building a common project. Under the leadership role that the university has, in any area of \u200b\u200bstudy that develops, it is necessary to develop strategic visions common (not identical), which represent contrasting the problems discovered and communicate the progress made, as in law, especially in Procedural Law, which deals directly with the problem of access to justice and to restore confidence citizenship in the court, as one of the main pillars in a stable and sustainable regional development project.
